On Sept 21st, Chief Butler sent an E-mail outlining his latest Senior Management shake-up. In this E-mail, the Chief announced that he would be utilizing a Captain to work out of title for an unknown period of time. Immediately following the dissemination of his E-mail, The L-21 officers began to hear your complaints and brought them to the Labor/Management meeting.
 

I want to be clear that this letter is not about any individual. Anyone that believes that it is, would be wrong. This is about an agreement that was broken and an argument that falls on deaf ears.

The L-21 position on this out of title appointment is precisely what was agreed to in a previous Labor/Management meeting. The agreement, made by all parties, including Local 21, Local 3939 and Chief Butler, indicated that anyone working an OOT position MUST meet the minimum qualifications for the job if a test were given today. The last District Chief test required 15 years of job experience and 5 years as a Captain. If you fit these qualifications, you are affected. This decision by the Fire Chief has limited the opportunity of many L-21 members to gain the experience of working a day or segment in this role.

It appears that the Chief has either forgotten this agreement or has turned his back on the Labor/Management process. Once again arbitrarily breaking a Labor/Management agreement.
 

Since the Chief made this decision without consulting L-21, the L-21 executive board is requesting that anyone who would like to hear the Chief's reasoning, please call his office, E-mail him or stop and see him. He has said that his door is always open so lets take him up on that. He has heard the complaint from us, the Chair Officers, so maybe if he hears from all of you, he will take our concerns seriously. If you are unhappy about his "out of title" appointment, please make him explain it to you personally!
